Respirator and PPE for creosote

Creosote is not a respirator-only hazard. It is absorbed through the skin as readily as it is inhaled, and it is a probable human carcinogen, so protecting your lungs while leaving your skin exposed still leaves you dosed.

A respirator alone does not protect you from creosote

Coal tar creosote and its PAHs pass through skin, and the vapor can dose you dermally even when you are wearing a respirator. You need respiratory protection and chemical-protective skin and eye protection. Flame-resistant (FR) clothing is not chemical protection.

What creosote is and where exposure happens

Coal tar creosote is a wood preservative used on railroad ties, utility poles, and marine pilings, and it collects in the tanks and separators of creosote recovery systems at gas and coke plants. It is a complex mixture of polycyclic aromatic hydrocarbons (PAHs) such as benzo[a]pyrene, plus phenols, cresols, and naphthalene. Typical exposure tasks include gauging or sampling a creosote tank through a hatch, cleaning separators, and handling freshly treated wood, all of which combine vapor, mist, and direct skin contact.

The hazards

  • Carcinogen. NIOSH classifies coal-tar products as potential occupational carcinogens; creosote is a probable human carcinogen. There is no safe exposure level, so the goal is to keep exposure as low as reasonably achievable.
  • Skin absorption. Creosote and its PAHs are absorbed through intact skin, so dermal contact adds to your total dose independent of what you breathe.
  • Photosensitization. Creosote on the skin followed by sunlight causes severe burns and blistering.
  • Respiratory and eye irritation. The vapor and mist irritate the eyes and airways, which is one reason a full-facepiece is preferred over a half-mask.

Exposure limits

OSHA regulates creosote through the coal tar pitch volatiles (CTPV) limit: a permissible exposure limit of 0.2 mg/m3 (benzene-soluble fraction, 8-hour TWA) under 29 CFR 1910.1002. NIOSH sets a lower recommended limit of 0.1 mg/m3 and treats coal-tar products as potential carcinogens. The IDLH for CTPV is 80 mg/m3. Because creosote is measured as a particulate-plus-vapor mixture, a proper exposure assessment by an industrial hygienist is the only way to know your actual airborne level.

The protection you actually need

1. Respiratory protection

Use a NIOSH-approved air-purifying respirator with organic-vapor (OV) cartridges plus a P100 particulate pre-filter, because creosote presents both vapor and mist. A full-facepiece is preferred: it protects the eyes from vapor and splash and provides a higher assigned protection factor. Step up to a supplied-air respirator or SCBA when the concentration is unknown or potentially high, when you are working in or over a tank or other confined space, or at or above the IDLH. 2. Skin protection (this is the part people miss)

Because creosote is absorbed through the skin, chemical-protective clothing and gloves are required, not optional. Select a suit and gloves whose material has been permeation-tested against creosote or coal-tar products, using the product Safety Data Sheet and the manufacturer chemical-compatibility charts. Cover all exposed skin, and remove and bag contaminated clothing before breaks.

FR clothing is not chemical protection

Flame-resistant (FR) coveralls, and flame-resistant Tyvek, are engineered to resist flash fire and arc flash. They are not permeation-rated against chemicals, so creosote can still soak through and reach your skin. If a flash-fire hazard and a chemical hazard both apply, you need protection rated for both, not FR alone.

3. Eye and face protection

Use sealed goggles plus a face shield, or a full-facepiece respirator, to protect against splash and vapor when opening a hatch or standing over an open tank.

The open-tank sampling scenario

Sampling a creosote tank by climbing to a hatch and lowering a probe puts your face directly over a rising column of vapor while your hands and arms contact contaminated surfaces. That combination is exactly why a half-mask and FR clothing is not enough: your eyes and skin are unprotected. A full-facepiece respirator (or supplied air if the headspace concentration is unknown), chemical-permeation-rated gloves and suit, and attention to confined-space rules if you ever break the plane of the hatch, are the right baseline. Raise it with your supervisor and your site industrial hygienist, and ask for an exposure assessment.
